The Formation of Chicago Lights Institute
The Chicago Lights Institute emerged through decades of interdisciplinary work in community formation, adult education, family support, leadership development, cultural engagement, and participatory community-building processes led by its Founder and President, Rev. Dr. Samuel Kirk Mills.
Through professional experiences spanning community development initiatives, parent engagement and leadership systems, social policy work, adult education, participatory research, theater for development, and cultural formation strategies, Dr. Mills developed a growing conviction that sustainable community transformation begins within the social psychology of people and is reinforced through the lived cultures of homes, neighborhoods, institutions, and public life.
Earlier formative work in Ghana through theater for development and community mobilization further shaped his understanding of the role education, culture, music, performance, and shared identity play in strengthening community life and collective social responsibility.
These cumulative experiences eventually converged into the formation of the Chicago Lights Institute — a civic organization devoted to advancing community formation through coordinated systems of education, public art, music, cultural expression, and social psychology development.

Why Love as Civic Formation
CLI approaches love not merely as a private sentiment or moral ideal, but as a foundational social-psychological principle that strengthens the health and sustainability of community life. For CLI, love functions civically through lived disciplines such as integrity and ethical conduct, respect and human dignity, valuing human life and safety, equity and shared well-being, and cooperative service and community strength.
